Como diagnóstico es excelente. Hay otro diagnóstico excelente en un libro de El Club de Roma, en el que en media página describían la Administración Pública y di un bote en el asiento, pensando que estaban espiando justamente a la Administración Pública que conozco.
El tratamiento puede que sea "salirse" (el "escape" como provocación, como mínimo), pero no sé.
